The USN wants to play "Star Trek" Captain Kirk vs. Romulan Spoke father guy aka blue water, 300x Mahanian cruiser capital ships filled with over 100x Sailor-hedonists putting them at risk of re-enacting the USS Indianapolis with NO SURVIVORS.

Their next move is to dronify their capital ships so party time can commence unbridled back at shore.
Still disgusting because these $2B drone TIN CANS will be quickly ass-ploded; which is fine with Sailor-nihilists who don't want to fight like the Type B Afghans who surrendered to Type A Islamothugs. No one will bat-an-eye as the USN has its ass beat in decisive defeat.
Factoring in all of the above, it makes sense for PLAN B: that the USN develop a SFB swarm that is conveyed across oceans WITHOUT MOTHER SHIPS (not Star Trek enough for them even if armed), that is FLOWN IN/OUT by Long Range Amphibious Seaplanes (LRAs).
Yes, an entire style (war is an art as well as a zience!) of warfare foreign to the USN culture.
No living in ships in blue water oceans 24/7/365.
Sad, but necessary if the USN refuses to protect its Sailors if they have them do this.
AirSea Drone Swarms
Developing a LRAS will be a 10x year, $10B effort so it has to be worth it: a Wing-In-Ground (WIG) airseacraft that can conduit 30x SFBs or alternatively transport an Army brigade of 300x tanks & 3, 000 men. We could take a COTS LRAS like a Russian Beriev or Japanese Shin Meiwa US-2 and modify it to carry 1x SFB but this will then necessitate at least 12x LRASes to deliver a dozen SFB drone swarm. Feasible and doable. Let's do it as an Immediate Operational Capability (IOC) while the BIG LRAS is being born by the Amerikan aircraft industry that wrongly rejected seaplanes.
An inspiration for such a drone SFB is the Turkish RD09.
This kick-ass catamaran is the "P-51" of naval warfare and should be stable in high sea states though not able to penetrate level 5 because its too light, but if it is delivered and/or directed to avoid bad weather it can get to where it needs to go. Seaplane delivery will not be guaranteed in bad weather, but that's the trade-off you make when the incompetent USN refuses to do manned motherships that can operate in Sea State 5 right. Maybe a drone mothership can mother hen its SFB drones?
